Help2Others (H2O) Water Payment Assistance Program

Thanks to City of Coachella Water Authority, Coachella Valley Water District, Desert Water Agency, Eastern Municipal Water District, Indio Water Authority, Mission Springs Water District, and Joshua Basin Water District their customers are able to apply for a once-annual bill credit up to $215 (amount varies based on company).


Customers must apply through this website by filling out the form below for timely processing.

 

 

WHO QUALIFIES FOR ASSISTANCE

  • Must be a residential customer with one of the above-named water companies.
  • Name on the bill must be that of the residential customer seeking assistance.
  • Address on the bill must be the customer’s primary residence.
  •  

    ***The total combined household gross income must be within 200% of the U.S. Federal Poverty Guideline.

     

     

    LIST OF REQUIRED DOCUMENTS

  • Photo ID - Current Government Issued (ex: Driver’s license, state-issued ID card, or passport for account holder)
  • Proof of Income – 2022 Tax Returns OR W-2s, 1099s, Social Security, Disability, Worker's Comp. Unemployment Benefits, Alimony, Child Support, etc. OR 2023 Most recent 60 days of paystubs. (must provide income verification for all persons aged 18+)
  • Water Bill - Statement that includes your account number, name, address, past due amount, and bill due date.

    APPLICATION PROCESS

    1. Fill out the application information completely.
    2. Your application will be assigned to a coordinator.
         • If the customer does not qualify, the coordinator will communicate with the customer regarding the reasons they do not qualify.
         • If the customer qualifies for assistance, we will continue with processing the application.
    3. Qualifying applications will be submitted to the water company for final determination.
    4. If approved, the water company will credit the customer’s account.
    5. Once credited, you will receive a notification confirming that you have received assistance through the Help2Others program.

     

     

    ***Please Note: You will not be able to save your progress until you submit this application. Please have all information and documents ready before you begin. This will prevent loss of information and be much more efficient.

    DEMOGRAPHIC INFORMATION

    INCOME INFORMATION
    Include all persons living in the household AND all income from all sources.

  • Preferred: 2022 Tax Returns - Form 1040 (must include pages 1 -2 and signature or submission receipt)
    OR
  • All 2022 W2s, 1099Gs, etc. AND Social Security, Disability Worker's Comp, etc. (if applicable)
    OR
  • Current Paystubs and Unemployment Payment History (for the past 60 days) AND Social Security, Disability, Worker’s Comp, etc. (if applicable)

    CERTIFICATION & SIGNATURE

    I acknowledge that qualification for assistance funded under the Help2Others (H2O) Water Payment Assistance Program is based upon qualifying income levels 200% of the U.S. Federal Poverty Guidelines. Having a qualifying family income and that the income levels I have certified to in this self-certification are current as of the date signed and may be subject to further verification by the grantee. I authorize such verification and will provide supporting documents if it is necessary.


    By typing my name, I agree to the terms for submitting an application to the Help2Others (H2O) Water Payment Assistance Program and consent to the processing of my personal data for the purposes described above. I understand that my personal information can and may be shared with appropriate federal and state agencies, as well as utility companies for the purposes of verifying the information I have provided.


    I UNDERSTAND AND CERTIFY THAT: I have not, nor has any member of my household, requested or received any utility assistance for the same period and amount for which I am now seeking assistance. I may be held liable, prosecuted to the fullest extent of the law, and have to repay this assistance and face legal penalties if I commit fraud or knowingly assist someone to commit fraud to receive this assistance.
